Miguel M de la O Elected Chair of the City of Miami Civil Service Board

Miguel M. de la O has been elected Chair of the City of Miami Civil Service Board .  The Board's primary function is to ensure that City employees in the classified service are hired, promoted, and retained based upon merit, efficiency, character, and industry and not political patronage, the Civil Service Board will enforce the principles of a merit based system of employment.  It is the "Watchdog" for the fair and consistent application of Civil Service Rules and Regulations for the benefit of City of Miami employees, administration, and residents.

FUNCTIONS:
LEGISLATIVE - As a legislative body, the Civil Service Board adopts or amends the Civil Service Rules as required to continually serve the best interest of the City and its employees. Such adoptions or amendments require final approval by the City Commission.
QUASI-JUDICIAL - In this capacity, the Civil Service Board acts almost like a court in hearing appeals that involve disciplinary actions, grievance and unsatisfactory service rating hearings.
ADMINISTRATIVE - The Civil Service Board is responsible for performing those administrative functions that affect the integrity of the merit system. While the daily, routine personnel functions of the City are performed by the Department of Human Resources, the Board retains the authority to approve a variety of special requests.
